Most styling games let you click anything in any order, which is exactly why so many sessions end in something that looks assembled rather than designed. The games do not impose a sequence, so the sequence is on you — and there is one that works far more often than the alternatives.
Start with whatever cannot be changed later. In a salon-first title that is the haircut; in a masked or avatar-based game it is the face; in a sewing or colouring game it is the fabric or the fill. These are the decisions everything downstream has to live with, and making them last means redoing the work.
Next comes the largest block of colour. On a realistic figure that is usually the main garment; on an anime figure it is the eyes; on a mermaid it is the tail, which occupies more of the frame than any top will. Getting the biggest element right early means the small ones are chosen against something settled.
Accessories go last and should stop one item earlier than feels right. The exception is kawaii, where accumulation is the aesthetic and a look that seems over-decorated elsewhere is usually still under-decorated there.
The two failure modes worth naming: two loud elements competing for the same attention, and a face that does not match the intensity of the outfit. Both are invisible while you are choosing from a row and obvious the moment you look at the whole figure.
